OpenAI merges Chat and Work modes in ChatGPT, one token budget for Plus, Pro, and Business starting in December
Starting in December, OpenAI will merge the Chat and Work modes in ChatGPT. The Plus, Pro, and Business plans will share a single token budget for both ChatGPT and Codex; chats with Instant models will not count toward the limit, according to an updated OpenAI support page.
Starting in December, OpenAI will merge the previously separate Chat and Work modes in the ChatGPT product into a single interface. According to an updated OpenAI support page, highlighted by The Decoder, the Plus, Pro, and Business plans will from that point share a single token budget across ChatGPT and Codex, instead of the previous separate limits for conversational and work (agentic) functions.
Tokens measure the amount of information the model processes and generates, so more complex models and tasks deplete the budget faster. Users will be able to check their remaining balance and the limit's reset time in settings; once the budget is used up, they can wait for a reset, upgrade their plan, or purchase additional credits. Chats with Instant models do not count toward the budget, so on paper ChatGPT remains a fixed-price service, but according to the source, more intensive use on cheaper plans will likely lead to worse-quality results.
OpenAI recently doubled the usage limits for its more expensive plans, which, according to The Decoder, apparently served as preparation for this merger. The move appears to be a response to criticism of ChatGPT's growing complexity — until now, users had to choose between two operating modes and 11 model settings, in which, according to the article, even experienced users got lost. Anthropic had previously similarly merged the Chat and Cowork modes in its Claude product.
Why it matters
Merging the limits changes how quickly users and companies exhaust the model's available capacity — intensive agentic use (formerly Work, Codex) now draws from the same budget as regular conversations. For companies, this means a need to monitor combined consumption across teams and consider whether their current plan covers combined deployment; for individuals, it may mean lower-quality responses under heavy load before the limit resets.
Two audiences, two different impacts
What this means
For individuals
Starting in December, Plus and Pro plan users will have one shared limit for both conversations and agentic tasks; according to the source, intensive use of the cheaper plan risks worse-quality results before the limit is reached.
For a business
Companies with the Business plan will, starting in December, share a single token budget between conversational use of ChatGPT and agentic tasks (Work, Codex), so heavy usage in one area will reduce available capacity in the other and may create pressure to upgrade or purchase additional credits.
