GitHub expands the Copilot product's impact dashboard with Copilot Chat metrics, following the earlier addition of VS Code Agents
GitHub has added engagement metrics for Copilot Chat to the Copilot product's impact dashboard and renamed the \"Passive users\" cohort to \"Chat-first users.\" This follows the previously added metrics for VS Code Agents.
GitHub has expanded the Copilot product's impact dashboard with engagement metrics for Copilot Chat. The agent adoption chart in the dashboard now also includes Copilot Chat and the VS Code Agents window, making it possible to track engagement across nine Copilot experiences. The cohort previously called \"Passive users\" has been renamed to \"Chat-first users\" because, according to the company, this better describes who belongs in it — these are users who use Copilot primarily via chat, and the earlier label incorrectly portrayed them as inactive. The same two features (chat and vscode_agent) are now also part of the 28-day usage metrics reports at the enterprise and organization level, specifically in the copilot_feature_engagement.totals_by_feature field.
This update follows the earlier introduction of metrics for VS Code Agents into Copilot usage metrics reports. At that time, GitHub added the daily_active_vscode_agent_users metric (number of unique active users of the VS Code Agents window per day) and totals_by_vscode_agent (summary of session counts and total number of user messages) to the aggregated enterprise and organization reports (both 1-day and 28-day). At the individual user level, a used_vscode_agent indicator was added along with corresponding session_count and total_user_messages values.
Accessing the data requires View Copilot Metrics permission and the Copilot usage metrics policy to be enabled; the metrics are available via the Copilot Metrics API.
Why it matters
Reports previously showed chat users as \"passive,\" which distorted the actual usage of the Copilot product. The new metrics and the cohort renaming give administrators a more accurate picture of how many people use Copilot Chat and VS Code Agents and how intensively, which can be used when making decisions about licenses, team training, or evaluating return on investment in the tool.
