GitHub adds billing options and access restrictions for Copilot code review
Organization owners can now bill reviews performed by Copilot code review to the organization that owns the repository. Access can also be restricted to users with a license from the relevant organization or enterprise, preventing the use of external personal licenses.
GitHub has added new billing options for Copilot code review. By default, requests from members with a Copilot license are billed against their own license entitlement. An organization owner can now redirect billing to the organization that owns the repository. According to GitHub, this can prevent individual members from using or exhausting their quotas. The setting is available under Copilot → Policies in the organization settings.
Previously, anyone with a paid Copilot license could request a review in repositories they had access to. Organization owners and repository administrators can now allow requests only from users whose licenses are provided by the relevant organization or enterprise. When this restriction is enabled, an external license, such as a personal license, cannot be used. A repository administrator cannot disable a restriction enabled at the organization level.
Why it matters
Organizations can decide whose license entitlement reviews count against and also determine whether an external license is sufficient to request them. When the restriction is enabled, repository access and a paid license of your own are therefore not sufficient on their own.
Two audiences, two different impacts
What this means
For individuals
A developer using a personal license may lose the ability to request a review in an organization repository once the restriction is enabled, even if they have access to that repository.
For a business
A company can take over billing for reviews requested by its members and enforce an organization-level restriction allowing access only through licenses provided by that organization or its enterprise; repository administrators cannot override this restriction.
